[Dev] CATS scripts have moved

The location for the CATS scripts have moved from util/ to tools/ and 
have also been moved from the QA repository to the Chandler repository.

This means that after your next update you should run a make purge and 
check to make sure you do not have any CATS related files in your 
chandler/util/ directory.

The test running helper script "do_tests.sh" has been adjusted and is 
available for your testing pleasure.
