[Dev] chandler repository work

I'm going to be moving the CATS code from the QA repository to the 
Chandler repository tonight.  During the 10 or so minutes it will take 
I will be turning off svn access.

The scheduled time for this will be anytime after 9pm PDT - I'll post 
another email when I start.

Please let me know if this will impact anyone as I can reschedule this 
easily enough.
