[Dev] Bug #4082: Welcome note should be displayed in the DV on startup.

To wrap up this thread...

Pieter's arguments win the day and we're going with a welcome note 
displayed on startup in 0.6. I withdraw my contrary opinion, and we're 
quite close to startup time goals (even on mac).
