[Dev] Release schedule update

The Bug Council met today. Based on the current data we have about
blockers, past experience with how long it will take to test builds
fully and fix found blockers, and the documentation needs we have, we
came up with a revised schedule for the 0.6 end game.

Here it is:

* Nov 23 (next Wednesday, just before Thanksgiving): branch for 0.6
* Nov 28: Milestone 0.5.08 (Code Freeze). All non-blocking,
non-documentation bugs still targeted for 0.6 will be punted to a later
release
* Dec 12: Documentation Freeze. This is the deadline for all
documentation-related stuff that needs to be checked in to Subversion.
* Dec 19: Release Chandler 0.6. Also a deadline for all other
documentation (websites, wiki, ...)

This is about 3 week slip to the previously shown schedule (although we
have known for some time that we would slip by some amount).
