[Dev] Cosmo-demo server being upgraded to 0.2.3

FYI - the Cosmo-demo server is being upgraded to the latest release of 
Cosmo 0.2.3

This unfortunately means that a new repository is being created so you 
will need to submit/publish your information and create your accounts 
again.

The previous instance (0.2.2) is available at 
http://cosmo-demo.osafoundation.org:8094/
