[Dev] Internationalized email BOF at IETF

I'll be attending this BOF in person tomorrow:

The meeting will be to discuss whether the work outlined in the charter 
linked from the BOF page should get done in an IETF work, with the 
input of the drafts also linked from the BOF page. I'm only starting to 
read the drafts myself so I don't have much of a read on the proposals
