[Dev] Vote: change default logging level from WARNING to INFO?

By default, Chandler is very hush-hush when it comes to logging, and  
I propose we change the default level to INFO so that more useful  
information appears in users' logs.  This will aid in debugging since  
when a user emails me their log I'll have more context for whatever  
exception is in there.

Also, as a reminder, if anyone runs into a problem they can easily  
get to their chandler.log and twisted.log via the "Test > Show log  
window" menu item, where there is a "Copy to clipboard" button to  
make it convenient to mail the logs.
