[Dev] "Fixed Bug XXXX" type short checkin comments are bad

Please describe briefly what the bug was and how you fixed it in the
checkin comment in addition to the bug number. Bugzilla might go away,
the link might change, people might not be online, when you are looking
at code and for every change you have to go visit bugzilla it takes a
long time, ...

It's just a few more seconds on your part, but can save minutes for
everyone else every time they read the code/change (and I bet a year
later you won't remember why the change was made either).
