[Dev] Loading extra certificates from parcel.xml

We don't use cacert.pem anymore, but you can load extra certificates (to
make mail.osafoundation.org work, for example) by placing a parcel.xml
file in your PARCELPATH. Basically the same process as adding your
email/sharing account info.

PS. Next thing on my list is the feature where Chandler will
automatically prompt you to add a cert when you encounter one for the
first time.
