I put the Twiki-fied version of Bear's notes, plus some edits, @:

    - Heikki/my comments about svn:ignore

    - I wasn't sure what Heikki wanted re: the discussion of tags.

I think I fixed the broken URLs, but I'll double-check when the repo  
is ready.
