[Dev] (SSL) Certificate management in Chandler

Today I checked in code that makes Chandler use certificates stored into
the repository. cacert.pem is no longer used.

In order to use Chander with sites (email servers) that have
certificates issued by some other than the big players like Verisign you
need to import the relevant root certificate into Chandler. From the
menus: Test > Import Certificate. You can view all certificates by
selecting Test > Manage Certificates.

The import certificate dialog is still somewhat buggy (which I hope to
address ASAP), but right now you must make sure you select both the
options and hit ok. That still doesn't set the certificate trust right,
so I am currently ignoring trust in other parts of the code.

I am also investigating how to make testing easier to automatically load
your own cert parcel from PARCELPATH. Will let you know.
