[Dev] Library upgrade debrief

After talking to different people about the impact of the recent 
library upgrades, one thing came out that I wanted to bring up here.

In the future I would ask that any library upgrade plans be coordinated 
by me so I can do the testing required to determine any impact on the 
build process and to make sure it builds correctly on all of the 
supported platforms.

To make sure that this doesn't hinder the planning of the other teams, 
I will start keeping track of each team's plans and ask questions if I 
see a future upgrade is needed or may be needed.
