[Dev] 0.5 release candidate

Only after I completed the 0.5 Release process did I realize that I 
should have done a 0.4.9 milestone as a release candidate.  When I saw 
aparna's note to me about their being zero bugs I jumped the gun.

Please consider this a 0.5 pre-release - if required I will re-build 
the 0.5 release and change the tags for CHANDER_0_5_0 to the milestone 
number.
