[Dev] RPM files are now being generated

The linux build computers are now generating RPM files continuously 
now.  The .tar.gz files are still available, I just have to update the 
script that generates the web pages to reference both files.

The RPM's are built "relocatable" so you can specify a prefix as the 
target directory, if you do not they will be installed into your 
distro's /usr/local/ tree as Chandler/
