[Dev] sandbox repository

As Katie just mentioned, I've created a new Subversion repository named
"sandbox" for developers to use as a place to hold any working code or
projects that does not, or should not, yet have a location in one of
the primary project repositories.

Each developer should use their sandbox root directory to store any
files or work-in-progress project they need under it.

To enable your sandbox directory, send me an email or contact me on IRC
to let me know you want one -- because of the directory priv's I have
to enable them manuall.

You will then have a <svn user name> directory as a root directory in
the sandbox, to checkout a working copy of that directory, use this
command:

	svn co svn+ssh://svn.osafoundation.org/svn/sandbox/<svn user name>

There is a README.txt file in the root directory that outlines the
rules for the sandbox - please view the file so you can understand the
rules of the sandbox repository:

repname=sandbox&path=%2FREADME.txt&rev=0&sc=0
