[Dev] Milestone, blockers, checkin rules

Hi Bear,

I've got some small fixes that I'd kinda like to get into the milestone 
build, and I've talked with Aparna and Katie about them, and we think 
this: you should do the milestone builds when it's convenient for you, 
and if it works out to be tomorrow morning your time (by which time I'll 
have my fixes checked in), that'd be keen.

If you actually do want to start the builds now, that's fine too (and my 
changes will wait).

I'm pretty sure I'll be done by 4PM Pacific time today, if that affects 
your decision process.
