[Dev] Milestone, blockers, checkin rules

We are getting close to the 0.5.03 milestone. We'd like to release it
today, but are prepared to hold it up to two days to get blocker bugs fixed.

Here are the known blockers:

Please do not checkin except to fix regressions/blockers (either the
ones listed above or new). Be careful and avoid further regressions. Get
code reviews if possible.

Please let us know of other regressions.

The goal is to have a milestone where all smoketests run successfully,
and all previously demoed features still work.
