[Dev] Timezone spec updated

[I thought I'd sent a out note about this after svn checkin a few  
weeks ago, but can't find it in the list archives. Apologies if it's  
a repost].

Hi, all

I checked in a new version of the timezone spec, incorporating some  
discussions with Jeffrey, Katie, Alec et al into the Code/ 
Implementation section.

In particular, I added:

- Text on timezone-aware display in the calendar/minicalendar, and  
how this
   should wait till these elements have become recurrence-aware.
- A proposal for easing Chandler's transition to having timezones  
present in
   event datetimes.
- Sample code in groovy doctest blocks.
- A note that reminders will need to become timezone-aware.
