[Dev] Milestone .04 Build

We are entering the pre-Milestone build phase so consider the tree to 
be open but only for bug fixes.

The plan for this Milestone Build is:

Today		12th July	final check in's and bug fixes - all non milestone 
targetted code should be deferred
Wednesday	13th July	bug fixes only - all code should be reviewed by the 
bug council before commiting
Thursday		14th July	if the bug council has given the thumbs-up I will 
be doing the Milestone Build early and giving it to QA for approval
