[Dev] Milestone builds today

Today is the scheduled time for milestone 0.4.06. There are currently
several checkins pending, and I expect to close the tree and kick the
builds at 4 pm PST the earliest.

Please let me know if you need some changes in and aren't done by then.

Also, please leave the tree green at 4 pm.
