[Dev] Checkin rules

Yesterday the Windows build machines were showing red for about 10
hours. This is NOT ok!

There are a few simple principles we should all follow when committing
changes:

    * Do not check in on red
    * If you see a broken build, fix it

Also, it maybe hasn't been made as clear, but if anyone sees a broken
build and it hasn't been fixed in a few hours, and you can't fix it
quickly yourself, back out the change that caused the problem. It is not
rude. It means you are doing a favor to everyone.
