[Dev] chandler repository directory location

With the RPM work that I'm testing I have had to implement the changes 
needed to locate the repository directory in some place other than the 
chandler application directory.  I wanted to get any feedback from the 
team before I checkin the code so people are aware of the change and 
any bugs are located early.

Basically it's a small routine that looks for an existing repository 
directory, and if not found, then locates the appropriate default 
location based on what OS is involved.  You can override the routine by 
specifying a profile directory directly using either the PROFILEDIR 
environment variable or by using the command line parameters -P or 
--profileDir
