[Dev] Propose getting rid of developer release

So one more vote for having just one release (option two) and two more
vetos for 4a, and 4b.

This still leaves 3), making dev and end user releases identical, as the
only one that everyone could live with. So, going with that. I think we
want to make a wording change to go with this to make it clear one is
debug and one is optimized.
