[Dev] Matthew Eernisse joins OSAF staff

OSAF would like to welcome Matthew Eernisse who joins OSAF as Web Development Engineer working on the Cosmo/Sccoby project. He will be
 developing a web UI to access Chandler information stored on the Cosmo server.
