[Dev] QueryParser changes and "make install" change

Also, be sure to remove repository/query/parser/QueryParser.py from 
your tree.

The reason we did this was that it seemed like a good idea to not 
special case the unpacking of the QueryParser archive (it had its own 
set of instructions in chandler/Makefile).  We had "#chandler 
consensus" to make this move when the topic came up last week, but in 
retrospect we should have discussed in on dev@ so that everyone had a 
chance to voice an opinion.
