[Dev] QueryParser changes and "make install" change

I have implemented the changes for bug 2817 and bug 2179.

QueryParser.py is now found in site-packages instead of in the 
chandler/repository tree - this moves it in line with the other 
internal/ packages.  If you are a "make install" user then you will 
want to make sure you have 0.4-4 referenced in your chandler/Makefile 
and do the "make install" over again.

The other big change is that the tarballs downloaded during a "make 
install" are no longer placed into the parent directory of chandler/ - 
instead now they will be placed into a sibling directory of chandler/ 
named downloads.  The directory to use can be specified by setting the 
CHANDLERARCHIVES environment variable.
