[Dev] logging proposal

Hi Kapil,

I think we are all in agreement that we like your proposal and would 
basically like to go ahead with it.

We still have to resolve the logging hierarchy. The first step here is 
probably to look at the current parcel hierarchy for where it may need 
to be refactored (we have a few messes to clean up). I think we do want 
the logging hierarchy to reflect the parcel hierarchy, although perhaps 
only the "top level" parcels to avoid a deeply nested logging hierarchy.

It would be great to do both of these things (rationalization of the 
parcel hierarchy and a logging framework) for our 0.5 release -- its a 
bit late to get new work into the 0.4 release. We're going to be 
spending the next month wrapping up the 0.4 release and planning the 0.5 
release, btw.

Are you up for implementing your proposal? I'm adding the task of 
rationalizing the parcel hierarchy to my plate, early in the 0.5 cycle.
