[Dev] logging proposal

Thanks for looking into this Kapil.  Just to make sure I understand:   
this isn't a *replacement* for the standard Python logging module, but  
rather it's a wrapper around it, improving upon it in two ways:  your  
proposal 1) centralizes configuration, and 2) allows selection of a  
"profile" via environment variable.  Is that correct?
