[Dev] Chandler Milestone 0.3.24 available

Chandler milestone 0.3.24 builds are available at:

   http://downloads.osafoundation.org/chandler/milestones/0_3_24/

We were hoping this milestone would contain wxPython 2.5.2.9, but we hit 
two showstopper bugs on the last stretch, so that integration will wait 
a little bit longer. However, since we didn't do a big last minute 
change like that, expect a reasonably smoothly working Chandler. As 
usual, please file bugs here:
