[Dev] IRC Office Hours move to every other week

To make this easier to remember, instead of strictly every two weeks, 
how about "the 1st and 3rd Wed of each month"?

True, this will average out to 24 per year (instead of 26), but if it's 
easier to remember, the sessions will be better attended and more 
productive. :)
