[Dev] Milestone 0.3.27 released yesterday

Yesterday we released milestone 0.3.27 of Chandler. This marked the 
documentation freeze. However, we have identified at least one more bug 
that we want to fix before the 0.4 release next week.

Now would be a good time to pound on this milestone and let us know of 
any other last minute blockers for release.
