[Dev] CHANDLER_0_4_BRANCH created

I just created a branch for the remaining 0.4 release work. The release 
will be made from that branch, so make sure you check in all 0.4 changes 
into the branch. To get the branch, do a checkout like this:

cvs co -r CHANDLER_0_4_BRANCH chandler-python

Then just do you changes and check in normally. NOTE: Do not update this 
branch with the -A flag, because that will move you back to the trunk!

There are no tinderboxes for this branch, so tread carefully.

If your changes are needed both on the branch and the trunk, you will 
need to checkin twice from two different trees - once for the branch and 
once for the trunk. (We will not be merging that branch back to the trunk.)

This also means that the trunk is now open for regular checkins (0.5 
work and forward).
