[Dev] Only checkins related to blockers and approved P1s

Hello all,
Here's a quick reminder that we are in Code-Freeze zone right now. 
Developers should only be checking in changes for blocker bugs and P1s 
that have been approved by the bug council. Any new bugs will first be 
reviewed by the bug council and targeted for the appropriate release. 
Thanks for helping us stabilize the code for 0.4 release.
