[Dev] new binaries

Do make install to pick up new external and wxPython binaries.

New external binary will bring two Twisted patches that fix at least 
bugs 2000 and 1979. There is also a new PyLucene, but the only change 
there was related to compile problems.

The new wxPython package brings in Jed's toolbar changes and David's 
native double buffering for Windows. There are no bug numbers for these, 
but it would be good to verify these fixes as well.
