[Dev] pending build changes

With the release of Berkeley DB 4.3.21 and the removal of DBXML from 
Chandler's build (see my previous message) here is a list of pending build 
changes I hope to complete in the next day or two:

   - upgrade of external/persistence/db to db-4.3.21
   - upgrade of external/python to accomodate db-4.3.21 API changes
   - upgrade of external/PyLucene to PyLucene-0.9.2 to accomodate db-4.3.21
     java API changes
   - removal of external/persistence/xerces-c
   - removal of external/persistence/pathan
   - removal of external/persistence/dbxml
   - upgrade of unix launcher scripts to no longer refer to dbxml
   - upgrade of Chandler distribution manifests to no longer refer to
     the removed libraries mentioned above
   - upgrade of chandler/Makefile to reflect latest changes

I've got it all done on Mac OS X, partially done on Windows.
Nothing is checked in yet, I hope to do it all in one or two rounds.
