[Dev] OSAF Office Hours 17 November 11 AM -- I18N and L10N

The next OSAF Office Hours will be this Wednesday, 17 November at 11 AM 
Pacific time (19:00-20:00 GMT/UTC/Zulu).  Office Hours are now on a 
biweekly schedule.

This week, we will be discussing internationalization and localization.  
Ken Krugler has graciously agreed to share his experience; I have also 
explicitly invited some of the people who've contributed to the wiki or 
mailing lists in the past.

Internationalization and localization are very tricky things to do
