[Dev] Proposal for Alarms based on Reminders

I wrote up a proposal for implementing Alarms, which are user 
notifications that are triggered by a reminder for a Calendar Event.

The proposal is basically to create a new kind of Block - a Timer 
Block, which sends a Notification at a given time or time interval.  
Then we'll add an Alarm capability to the Main View that can just put 
up an alert in response to the Notification for Chandler 0.5.  For 
later releases the Notification can be handled by other parts of the 
system and connected to a nicer UI.
