[Dev] Chandler Milestone 0.4.01 Available

The milestone 0.4.01 marks almost 4 weeks of development since we 
branched for 0.4 release. 0.4.01 marks our return to the CVS trunk and 
back to milestones every two weeks.

Chandler 0.4.01 now also works on Windows 2000.

This milestone was delayed by one day because there was a regression 
that stopped sharing from working.

The CVS tree is now open for regular checkins.
