Right now we sort of already keep two lists: HISTORY.txt and the

We only generate the "purpose of this release" document every release, 
not every milestone.  Do we think it's worth the effort to generate docs 
for users about what's new in the milestone, given how few users we have 
and how our focus is currently on developers?

In some sense, we aren't keeping the developer information -- the 
HISTORY.txt is pretty high level.  Should I start including 
implementation details in HISTORY.txt?
