[Dev] Automating external/internal binary tarball generation and uploads

Last spring we discussed ways of simplifying the process of upgrading 
external and internal binaries. Now that we have our first full build 
tinderbox, and the make upload targets etc. I think we are getting 
pretty close to a working solution.

The problem at the moment is that in order to upgrade external and 
internal binaries, one needs access to the builder account on our build 
machines, and everything needs to be done manually.
