I know that Nick is working on wrappers, but haven't been in touch with 
him in some time...

Yep, I'm aware of the work on ICU.  In a previous life, I worked down 
the hall from the ICU team at IBM.  ICU may well turn out to be a good 
choice for our implementation.   At the moment, I want to make sure we 
understand what we expect to get from the date/time types.  I18N 
concerns are definitely in scope for that
