[Dev] Policy for CVS moves

i just helped move over plone.org to subversion. on a whole its been a
fairly easy and beneficial.
there a few minor issues with setting up svn:eol-style props
automatically on files, but for now we're recommending people
individually setup auto-props in their svn config as needed, if need
be we'll introduce a server side cron job for this.
viewcvs from cvs is trivial to setup with subversion.
the CIA system is another nice piece of infrastructure i'd recommend it
offers web navigation and irc integration (and can be used with cvs as
well)

a nice look at the change notification on the webpage.

i ended up using the refinecvs perl scripts todo the repo migration as
it offered much better control over the migration then cvs2svn, your
mileage may vary.
on a whole i'd say that i'd expect the tool support for svn to grow as
its clearly established itself at the head of pack for opensource cvs
alternatives with broad support.
additionally the python bindings for svn are nice, and are of great
utility for doing any homegrown infrastructure tools as needed.
if osaf decides to go down this road, i'd be happy to help out in
whatever capacity.
cheers,
-kapil
