[Dev] Parcel XML issues list

The list of Parcel Loading Framework issues is located here, under the 
"Open issues and features" section:

I've started looking at about the first third of them, with a brief 
write-up of each issue and a proposal (possibly a proposal to *not* 
change the current implementation).  Now is the time for any alternate 
proposals you might have, or to bring up additional issues to add to 
the list.  For any issue on the list now without a proposal, I'll hit 
those during the next pass.
