[Dev] Milestone 0.3.19 is released

Using Fedora Core 2, I don't get that libxml2mod error, but I do get  
lots of these:

(Chandler.py:2544): Gdk-CRITICAL **: file gdkwindow.c: line 2180  
(gdk_window_invalidate_rect): assertion `window != NULL' failed
