[Dev] Milestone 0.3.19 is released

We are pleased to announce the release of our 0.3.19 milestone build.  
This build has been tested on OS X, Windows and Linux, and may be  
obtained at http://builds.osafoundation.org/chandler/snapshots/0_3_19/.

The following issues have been noted:

OS X, Windows:
	The Contacts view will not display contacts in the upper pane. It will  
show item data only when a cell is clicked, but will not change the  
item display when using the up-arrow or down-arrow to change cells.

Linux:
	The application will not launch, but will display this error message:
