[Dev] Announcement - Library update

[Mark Jaffe]

We have updated the external libraries to version 0.3-9 today. This 
update provides a missing library in libxml, and allows swig to build 
on Windows. We will be updating the chandler/Makefile tomorrow to add 
this to the build.
