[Dev] Announcement - libxml2 upgrade to 2.6.10

OK, folks. The new lib has passed all test on all platforms, and we 
will be updating chandler/Makefile to pull in the new library 
distribution (0.3-8) this afternoon at 3:00 PM. If anyone has concerns 
about this, please let me know ASAP.
