[Dev] New upload - sources-0.3-8.tar

If anyone has downloaded the latest external/Makefile and tried to 
build, you may encounter an error. We discovered that the tarball did 
not contain the correct libxml2 source. Please discard any 
sources-0.3-8.tar file you may have and rerun "make expand" in 
external. We apologize for this inconvenience.
