[Dev] Announce: libxml2 update to 2.6.10

Finally, we have updated libxml2 to fix a critical security flaw and 
some other issues. I have updated external/Makefile to use version 
0.3-8 if anyone wants to try it now, and tomorrow we will make the 
appropriate change in chandler/Makefile to bring this into the build.
