[Dev] Pending update for Monday

We are anticipating the arrival on Monday of an update to the chandler 
library distribution 0.3-8, which will provide an updated libxml2 (from 
2.6.3 to 2.6.10, to fix bug #1371). This has been integrated outside 
the build, and is being tested (so far successfully on linux and 
Windows) on all platforms. If all goes well, and no one has any 
objections, I will enable this in the chandler Makefile.
